Central and local government are required to plan for and manage the achievement of outcomes. This requires a strategic approach to planning to develop a vision and linked outcomes that reflect government and agency requirements (for central government) or council and community aspirations (for local government under the Local Government Act).

Process as a tool to ownership and action

The planning process is as much about stimulating a sense of involvement by key stakeholders as it is about determining direction. Involving the right people in the planning phase can have them feeling that they are ‘all in it together’. When involved in the development stages people are more likely to be involved in the action/implementation stages of a plan.

Linking future direction to short-term action

A good outcome plan or strategic long term plan will show the immediate and intermediate steps that must be taken to achieve the longer-term desired state. Showing the links between the long term vision and outcomes and short term objectives provides a path to implementation.

Adaptability for longevity

An outcome plan or strategic long term plan should be adaptable and flexible enough to encompass change in the operating environment over time, while still providing a sense of direction right now.

Numerical targets for motivation and monitoring

Using numerical objectives or targets can be a powerful motivator to performance. A numerical target (e.g. 3% improvement) can provide a clear message about the level of achievement sought over the life of the long term or outcome plan. Such a target also provides a solid platform for monitoring and reporting on progress.
